Subject: Request for input for development of the Fiscal Year 1995/96 Budget
The City is in the process of developing a preliminary budget for the coming fiscal year,
which begins on July 1, 1995. I am requesting your input with respect to two particular
funds that the City maintains which are devoted to butterfly habitat activities: 1) the
Monarch Habitat Acquisition/Restoration fund, and 2) the 1990 Butterfly Bond
Improvement fund. The two bits of information I need for each fund are: what are the
projected activities for the coming year, and what are the estimated costs for these
activities.
The City budget development process is concerned with creating a work plan and
allocating resources to accomplish that plan. Unlike many City functions, the activities for
your consideration are limited in scope and the funding available is also very limited. But
the annual budget process does provide an opportunity to try to establish realistic goals
for the coming year.
To help with your process, I will provide the best financial information I can. If you need
more or are unclear about the information provided, please don't hesitate to call me or the
Assistant Finance Officer, Carlos Olvera. I am attaching copies of the budget worksheet
forms used within the City to collect projected spending information. Tile column at the
far left is for putting in projected costs, using budget line items used in the past. If you
want to spend from a new category or are unsure how to categorize costs, just write an
explanation and I will fit it into our accounting system.
Here is some important information to use in determining amounts of money available for
use in 95/96:

Another limitation exists with respect to the Butterfly Bond Improvement Fund. Its cash
is the residual balance o f the proceeds from a bond issue and will not be replenished when
exhausted. Uses of the funds are restricted to the uses authorized in the bonds. All cash
