Closure of ISS brings China Lake into compliance

fter more than five years of planning, coordinat-
mg and implementing new ways of doing busi-
ess, discharge into the Michelson Lab Industrial
Sewer System (ISS) has ceased, bringing NAWS China
Lake into compliance with a cease and desist order
issued in September 1991 by the California Water
Quality Control Board.
The ISS served two principal facilities - the
Michelson Laboratory Complex and the Public Works
Compound. Within these two areas wastewater from
chemistry and engineering laboratories, photo-process-
ing facilities, plating operations, solid state device oper-
ations, vehicle maintenance and washing shops, and
machine and battery shops flowed down two miles of
ISS pipeline before going through a separator to remove
oil and grease. It was then discharged into two evapora-
tion ponds, known as the Michelson Lab Ponds,
equipped with double synthetic liners. Wastes included
acids, alkalis, heavy metals, cyanide, spent solvents, pho-
tographic chemicals, cooling water, oil and grease and
vehicle wash water.
The ISS, which was constructed in 1979, was a sig-
nificant improvement over the previous disposal system,
which allowed industrial wastewater to be dumped into
two unlined drainage ditches located in the vicinity ofthe
Michelson Lab Ponds. With the old system, which ser-
viced Michelson Lab from 1947 to 1979, an estimated
maximum flow of 71,000 gallons per day of chemical
wastewater was discharged onto unprotected soil. These
ditches are now part of the Navy's Installation
Restoration Program - a program designed to clean up
past hazardous waste sites.
Even though construction of the ISS in 1979 was a
significant attempt to eliminate ongoing contamination
of groundwater and soil, the enactment of the Resource
Conservation and Recovery Act and its amendments in
the early 1980s restricted the use of surface impound-
ments as disposal units - putting the ISS, which
includes the Michelson Lab ponds, out of compliance
with environmental regulations.
Before closing the ponds, however, discharge of all
wastewater into the ISS had to be eliminated, either
through accumulation, treatment or rerouting. Working
with the Lahontan Region of the California Water
Quality Control Board, Laurie Zellmer and Kent
Westover, environmental engineers from the
Environmental Project Office, developed a plan, and a
schedule, to eliminate all discharge into the Michelson
Lab ponds.
